Rinloru is a city in the Flanaess in the former Great Kingdom, which became a city of undead in 587 CY. The city is lead by Delglath, a priest of Nerull, who was placed in charge by Ivid V during the Greyhawk Wars and has since turned thousands of the city's residents into an army of the undead he controls.
History
Before the Greyhawk Wars, the city and lands surrounding it were under the control of Prince Grendemmen of House Torquann. Ivid V did not trust Prince Grendemmen to support him once the Greyhawk Wars started, and rather than risk the political backfire of taking the lands into royal trust during wartime, he had Prince Grendemmen murdered. Before doing this, he took a relatively obscure priest of Erythnul and granted him a small amount of land and the title of Prince, along with naming him a Judge of the Sessions. The plan was to kill Prince Grendemmen and his entire immediate family, thus creating a succession crisis and allowing him to appoint now-Prince Delglath to rule the city.
Unfortunately, the plan failed when the Prince's wife survived the assassination attempt, and remained in the Sand Castle in Rinloru, defying Ivid V's attempt to turn control over to Delglath. In frustration, Ivid V had Delglath turned into an animus. Eventually, she was successfully killed, and Ivid V marched an army to Rinloru and finally put Delglath in charge.
Geography
The city is located fairly far inland, to the north and eat of Winetha and since it was orignially built as a garrison, it was not built near running water.
Cityscape
One of the most notable buildings is the Sand Castle. It was built sometime in the 400s CY and was built of sand instead of stone. Since it was not built of stone, it was not taxed as a castle. It was mostly a political move to do so, as the castle was much more expensive to built this way. The sand is magically treated to render it as hard as stone, and supplemented with great sheets of heat fused sand, which looks like opaque black glass, as was treated with the glasssteel spell to strengthen it. The castle also features a large wooden gate, along with an extensively fortified inner keep, complete with dungeons.
Most of the cities other buildings are built of stone, with thick walls to be easily defensible, as the city was originally designed as a fall back garrison.

The City is run by Delglath, an animus and priest of Nerull and the 25 other priests of Nerull he has occupying major administrative positions. They rule the area with an iron fist, preventing people from leaving, and have been slowly but surely converting large chunks of the population into zombies, which make up the bulk of the military forces at his command.
