Description
Fleeth is depicted as a large city, with a massive temple dedicated to Pholtus at its heart.
Fleeth was a Keoish settlement created during an expansion effort by the Kingdom of Keoland during an "ambitious expansion effort". The source notes the "fate of this settlement, known as Fleeth, is best recorded by Uhas of Neheli in his Chronicle of Secret Times, a look at the scandals, crimes and cruelties of Keoland’s first era."[1] However, though this is from material by the author but cut from the official LGG, it is apocryphal. Much of the information about Fleeth was "recorded by Uhas of Neheli" and is mirrored in Vecna: Hand of the Revenant
History
Though the date when Fleeth was founded is uncertain, it is known to have been where Vecna lived as a mortal boy.[2] After his mother, Mazzel, was burnt at the stake for witchcraft, Vecna vowed vengeance upon the city and he enacted that revenge centuries later.
In return for the lives of all in the city, Keoland’s regional burghers implored Vecna to take their own lives. Instead, the lich had the entire city gutted, the governors’ wives and children executed before their very eyes, their staring heads displayed upon a vast pile of death. As a final show of "mercy," Vecna allowed the burghers to live, that they might take warning to their king.[1][2]
Geography

The precise location of the city of Fleeth is unknown, but it is known to have existed "upon the eastern plains" in the "wild lands" at the "edge of civilization"[3] (2002).
According to Erik Mona in his Ancient History: Vecna’s Realm[1] (which included his material cut from the LGG for space reasons), Keoland "supported frontier towns... taking advantage of a lull of activity by the Occluded Empire, even to the north," and specified that settlement to the north was called Fleeth.
People
Population
While specific numbers for the population Fleeth are not available, the citizens of Fleeth in Vecna: Hand of the Revenant are all depicted as human.[2] The depictions of the city show an apparently large population.
The "home kingdom" of Vecna is referred to as being populated at least in part by "his long-sufferingoppressed ethnic group", the Flan.[4]
Religion
The chief divine patron of Fleeth was Pholtus, and the city had a massive temple dedicated to His Blinding Light at its heart. (See "Gallery", below.
Some of the priests of Pholtus in Fleeth were blinded by Pholtus' power while performing the Ritual of Light on Dark Night centuries ago. Afterward, they wore white cloth blindfolds over their face.[5]
Languages
Though the language spoken in Fleeth is never expressly stated, Vecna was of Flan ancestry, and presumably spoke the language when he grew up in a Flan culture. Also, when Vecna ruled his Occluded Empire, the citizens spoke "a form of Ancient Flan" which is nearly unintelligible to a speaker of "modern Flan". Even a character with fluency in Ancient Flan, was still unlikely to be able to follow more than 25% of things in Ancient Flan.[6]
Government
Fleeth was governed by a royal family—a king and queen,[7], and their daughter, the princess.[8] None of these chacters are given proper names. The princess was betrothed to marry Prince Aaron from a neighboring nation or city known as Almadia.[8]
There is also a council of priests and a high priest, who wield considerable power.{csb|VHotR|25}}
Additionally, there was a noble social class.[2]
Heraldry
Other than the holy symbol of Pholtus which adorned building walls and was emblazoned on the shields of Fleeth's army, any municipal heraldry is unknown.
Law and Justice
Military
The army of Fleeth was led by a Commander who was under the High Priest. It was sizeable enough to fend off a siege by Vecna's army, which numbered in the thousands.[2]
