Greyhawk Organization
City Watch
Type:Civil law enforcement
Leader:Captain-General of Greyhawk
Symbol:City coat of arms
Headquarters:Grand Citadel, City of Greyhawk

The City Watch is responsible for law enforcement within the City of Greyhawk.[1] There are members of the Watch stationed in some other settlements in the Domain of Greyhawk,[2] but only rarely does the Watch act outside the city or settlement. The Greyhawk Militia is the military force of the Domain, and does not act inside the city "except in the case of a major public disturbance or externl assault: maintenance of law and order is done by the City Watch."[1]

Description

The City Watch has as its headquarters the Grand Citadel, but there are also Watch Houses in all quarters of the city except for the Slum Quarter. The majority of the function of the City Watch is done by the Chief Constable. Ultimately, however, the Captain-General is in charge of both the Watch and the Militia,[1] and has a seat on the Directing Oligarchy.

History

The Watch goes all the way back to the founding of the Free City. During the time of Pnjes the Bull, c.209 CY, the Watch was already present, and Ponjes included the head of the Watch in the first Directing Oligarchy.[3]

Derider Fanshen expands the City Watch during her time as Chief Constable. (c.576(?) to 591 CY)[4]

Activity

"The City Watch almost never goes into Shack Town, less out of fear of the inhabitants than complete disregard for their condition and any crimes committed here."[5][6]

"Every gate has at least two Watch patrols, one standard patrol stationed in the gate house itself while the others guard the gate passage and surroundings."[7]

Some City Watchmen work undercover.[8]

Unrest over magic

By 591 CY, "there are legal arguments burning over the use of divination magic by the City Watch in tracking down suspects".[9] The issue is the use of "mentally intrusive spells like know alignment and ESP by proper authorities hunting lawbreakers," because in the City of Greyhawk Legal Code, investigation (and any court process) is barred from using magic in any form. "The use of any magic in criminal proceedings, including detect lie and ESP [detect thoughts],[10] is not part of standard proceedings in the Courts of Justice" and that the justice system is based upon the judgement of persons, not magic.[11] In addition, the Criminal Code further strictly forbids "magical interference with the integrity of a person."[11][12]

Members

"The City Watch and Nightwatchmen’s Guild, [are] both filled with followers of St. Cuthbert;"[13] not exclusively, but frequently.

Notable individuals

Structure

The City Watch is organized by rank, with the Chief Constable as serior-most, though the Captain-General technically also commands the city's defenses.

  • Chief Constable
  • Deputy Constable
  • Captain[15][14]
  • Lieutenant[14]
  • Sergeant-at-arms
  • Junior Sergeant
  • Watchmen (men-at-arms)

Watchmen are always encountered in patrol groups and never solitary. The Watch is 800-some strong[16][17] and the watchmen are given support by mages from the Guild of Wizardry and priests from local temples.[16][17]
