The Free City of Greyhawk is a powerful city-state located in the central Flanaess. It is known as the Gem of the Flanaess. It is also varyingly referred to as Greyhawk City, Greyhawk, or simply the Free City. The word "Greyhawk" is additionally used in reference to those lands controlled by the Free City, though the proper term for the entire realm is the Domain of Greyhawk.
In Greyhawk 2000 (set in 2000 CY), the Free City became known as the Old City portion of the "New City of Greyhawk". The term "Old City" originally collectively referred to only the earliest parts of the city ever constructed—Thieves' Quarter and Slum Quarter . The term was repurposed to refer to the entire city (c.sixth century CY), which became merely a city district, before 1,400 years of expansion.
The Greyhawk campaign setting, created by Gary Gygax in the 1973, takes its name from the city and was the most widely-developed, published campaign setting for the Dungeons & Dragons game at the time.
History
Early history
Greyhawk, named for the small grey hawks which populate the region, was originally a trading outpost on the Selintan specializing in local wood and woven garments, which was known by that name as early as 330 OR (-315 CY). In time, the town developed strong textile and meat-packing industries. From the earliest days, Greyhawk was ruled by a warlord who took the title "Landgraf of the Selintan." This first Landgraf's son was then married to the Gynarch of Hardby's daughter. The nuptials formalized a political alliance that served as the basis for rule over the Lanstadt of Selintan, the area that eventually became known as the Domain of Greyhawk.
In 4 CY, Greyhawk came under the domination of the Great Kingdom of Aerdy and remained so while strong Overkings ruled from the Malachite Throne in Rauxes. The Great Kingdom's influence over the city began to wane during the third and especially the fourth centuries as the House of Rax declined and the Overkings hold on distant provinces became increasingly tenuous.
Rise to prominence, decline and recovery
In approximately 310 CY, the mage Zagig Yragerne emerged from the Wild Coast and bribed his way into a seat on the Directing Oligarchy. Approximately 320 CY, the Oligarchs elected Zagig Lord Mayor of the city.
Greyhawk subsequently rose in fame and prominence under the leadership of Lord Mayor Zagig. He instituted legal reform, developed a new currency, fortified the walls, founded the city's first university, and embarked on a major building program. Most notably, he directed the construction of nearby Castle Greyhawk.
Although Zagig—later known as Zagyg—became increasingly erratic over time, his rule is generally considered to be the most effective in the Free City's history and brought widespread prosperity to the region. Much to the annoyance of Dyvers and other rival cities, Zagig proclaimed Greyhawk to be the "Gem of the Flanaess," and did much to ensure this moniker was justified. Unfortunately, the "Mad Archmage" disappeared in 421 CY, leaving no clues regarding his whereabouts, and no heir to inherit the title of Landgraf.
In 498 CY, after decades of Zagig's absence, the Landstadt was therefore abolished, the title of Landgraf permanently retired, and the Free City's Directing Oligarchy assumed political authority. The new Lord Mayor Paerinn officially proclaimed Greyhawk a free city,[1] though it had been effectively independent of the Great Kingdom's rule for over a century.
Soon thereafter, the city lost its claim over Hardby and the Wild Coast, as the leading women of Hardby broke from Greyhawk and established the ruling office of Despotrix. This loss of lands sent the Free City into economic decline, a situation that persisted for several decades. Fortunately, the discovery of treasure in the dungeons beneath Castle Greyhawk and other nearby locales set off a gold rush of sorts, and Greyhawk's economic fortunes recovered substantially in the second half of the sixth century CY.
Greyhawk Wars and the post-war situation
The Free City of Greyhawk had less direct involvement in the Greyhawk Wars than many other political entities across the Flanaess. The war came to be named for the city because the "Great Council" of emissaries and ambassadors met in the City of Greyhawk at the Old City Great Hall to negotiate a truce to end the fighting in 584 CY, and is where the final treaty which followed in 585 CY[2] was brokered and signed.[3]
The Wars had several important effects on the city, however, particularly because the unrest drove Hardby and the Wild Coast cities of Safeton and Narwell to re-submit to the rule of the Directing Oligarchs. However, it is an unstable situation, as it was largely fear of Turrosh Mak's humanoid raiders from the Pomarj that prompted this move, and the Despotrix and the Wild Coast cities once again agitate for increased independence.
Also as a result of the Wars, the city has seen an influx of new citizens. Some of these are wealthy diplomats, and some are "nobles" who have contributed significantly to Greyhawk's coffers with the purchase of various counterfeit titles and documents. Many newcomers to Greyhawk are destitute refugees or are merely using the city as a base for hatching political plots and intrigues across the Flanaess. In particular, there are persistent rumors of covert Scarlet Brotherhood operations in the city.
The post-war situation for the Free City is therefore mixed. Greyhawk's finances are in the best shape they have been in since Zagig's departure, but the city faces significant challenges arising from political instability and increasing criminal activity.
Geography
The Free City of Greyhawk is located centrally in the Flanaess, which is the easternmost part of the continent of Oerik on the world of Oerth. The city controls a large swath of land along the Selintan River from the Nyr Dyv south to Woolly Bay, most of the Cairn Hills, parts of the Gnarley Forest, the northern Wild Coast, and parts of the Abbor-Alz. The entire region is officially known as the Domain of Greyhawk. The Domain is bordered on the east by the Abbor-Alz and its western border lies within the Gnarley Forest. The area south of Greyhawk City along the Selintan is known as the Plain of Greyhawk.

The Free City of Greyhawk is divided into eight Quarters. The Thieves' Quarter, the Slum Quarter, the Artisans' Quarter, Clerkburg, the Foreign Quarter, the River Quarter, the Garden Quarter, and the High Quarter. Generally speaking, the poorest sections of town are to the south, on lower ground, while the wealthier quarters are to the north, at higher elevation. The Thieves' and Slum Quarters are known collectively as Old City, while the other six quarters are referred to as New City.
Areas of note immediately outside the city walls include Shacktown, Barge End, Far Bank, and the Stone Ring.
New City
High Quarter

"Palaces, temples, mansions, and gardens fill the posh High Quarter. Extravagant architecture and wide-open spaces define this quarter."[4]
The High Quarter is comprised of embassies, "grand estates and manor houses" and "mansions". There are no stores and shops in the High Quarter—the only notable businesses here are the Patrician's Club, Royal Opera, and the Wheel of Gold, other :gambling houses, taverns, and clubs that cater to a wealthy clientele."[5] The Wizards' Guildhall is also located here.
Unlike much of the rest of the city, after dusk the streets are well-lit by streetlamps, some of which are magical stained-glass globes maintained by the Lamplighters' Guild.
Garden Quarter


"The Garden Quarter is an extravagant neighborhood similar to the High Quarter, but the mansions aren’t quite as ornate, the estates aren’t as large, and it’s not as gaudy."[4]
The Garden Quarter is a district of beautiful statuary, blooming flowers and trees, well-manicured lawns, and beautiful homes.
This ornate and fragrant district is just downhill from the High Quarter, making a triangle above the Nobles' Wall. The Garden quarter covers the entire width of New City, east to west.[6] On it's western side, from it's northernmost point at Wharfgate to the southernmost extent at the Cargo Gate, the district progresses easward, narrowing until it is a small section against the city's eastern wall—just the short distance from the Duke's Gate to the Nobles' Wall.
A person walking through the district is hard-pressed to tell the difference between the High Quarter and the Garden Quarter. The differences are clear to the rich and elite citizens of the two, but it mostly comes down to things being slightly less lavish, and to the fact that there's more greenery in the Garden Quarter.[7] The renowned gardens of the district with all of their greenery, topiary, shrubbery, foliage, and general verdure, mean the district doesn't have the typical smells of a metropolis. Instead it is "the most fragrant of Greyhawk's neighborhoods."[6]
There is a feeling of the residents of the Garden Quarter being a little more amiable and less stuffy than the "old money" in the High Quarter.[8]
Clerkburg (the Halls)

On the northeastern side of the middle part of the city, below the Garden Gate, it is the only district of the city without a city gate directly into it (other than the Grand Citadel itself).
"Clerkburg is the university district of Greyhawk, with dozens of schools and colleges and the businesses that support them. Temples line the appropriately named Street of Temples in the southeast corner of the district."[4]

The presence of the so many scholarly institutions is largely responsible for the City of Greyhawk's reputation as the "center of learning" in the Flanaess.[10][11] The district is perhaps most well-known for the Great Library of Greyhawk, but there are at least twenty other private libraries in the district.[11]. Other well-known places are the coliseum called the University of Magical Arts and Free City Arena, which are the two largest buildings in the quarter.
Clerkburg is known as "the Halls" because of the number of temples, government offices, universities, colleges, and other schools here, and the large, airy building which house them.[12] Though it is not a mercantile district, there are shops and vendors who cater to the students, professors, and staff of the temples, schools, and government buildings. The restaurants notably have outside dining verandas.[11][12]

The largest majority of the students who attend the various educational institutions in the district reside in the "Students' Quarter". This is a small section of Clerkburg and isn't really a city district in its own right, but the neighborhood is filled with boarding houses catering to the students.[13] The neighborhood starts up against the city wall, at Eastwall Street and encompasses the majority of the places from there to College Road, just across the street from the School of Clerkship.
The Street of Temples[11][14] (also call the Avenue of Temples)[15] is prominently in the southeast corner of the Halls. Though several of the more well-to-do temples are clustered together in the southeast corner of the Garden Quarter on Temple Row,[16] the Street of Temples is home to the Temple of Boccob[17][18] and Temple of Celestian,[17] as well as temples of Kord and Lendor,[11] in addition to other smaller places of worship.
There are shops one might expect for run-of-the-mill daily goods and services, like: bakers, butchers, launderers, locksmiths, tailors, taverns with or without food, tiny food shops, weaponsmiths, and weavers.[19]
The majority of the businesses in Clerkburg cater to students or academics in some fashion. There are literally hundreds of small boarding houses throughout the district. One can also find art galleries, book binderies, inksellers, leatherworkers, potters, private libraries, or scribeshops.[19]
Artisans' Quarter

"The Artisans’ Quarter is built around a large marketplace. The finest artisans live and work here, and the city’s trade guilds are headquartered here."[4]

Just south of Clerkburg and along the eastern city walls, the Artisans' Quarter is a place of crafters. merchants, tradespeople, artists, smiths, and artificers. It used to be the market along the road to the city, but outside its walls. The hard-working people of the district are friendly, but aware of those who aren't part of their neighborhood. Houses and businesses here tend to be close together, but in a comfortable, cozy kind of way instead of tight and pressed. There's low crime and few transients, and the Nightwatch and other private guards are common, especially after dusk.[20]
More than any other district of the city, the Artisans' Quarter is quieter and more comfortable than others. There's still taverns and ins, but they aren't wild or rowdy. The vast majority of merchants here have their living quarters behind or above their shops. displaying their trade with signs and varying facades of their shops.[21] Most businesses are crafters or wrights; examples include shippers and haulers, brewers, leather workers, weavers, tailors, metalsmiths, jewelers, gemcutters, furniture makers, carpenters, stonemasons, and architects.[19]
Some notable shops, merchants, or other notable locations in the Artisans' Quarter include: Maps by Melezakan, the Wild Goose, the Broken Staff Tavern, and an Able Carter coaching inn.
Foreign Quarter

"The Foreign Quarter is among the most multicultural districts of the city, and it boasts fine apartments and restaurants."[4]
The most crowded district inside the New City, partially because it is where a large majority of newcomers to the city go, but also because it's a delightful place to live. City policy is that non-citizens (possible foreign agents) who take up residence in the city are not allowed to live in certain places, especially to live near the city wall. So, this district has extraordinary diversity of strong cultural influence, but the citizens here still meld well into the identity of Greyhawk.[22]
The district is known for guildhalls of several foreign merchants (such as Ahlissa and Nyrond, and for Burrow Heights (where halflings, dwarves and gnomes have underground dwellings), Little Ket, in addition to inns and taverns like the Silver Dragon Inn, Blue Dragon Inn, and the "Pit".
Even though shops of most every kind can be found separately in other districts, there's almost always at least one merchant of most every kind of merchant in the Foreign Quarter. Sometimes, things can be found here that aren't even available elsewhere in the city!
River Quarter
"The River Quarter encompasses taverns and entertainment venues, as well as the wharves along the Selintan River outside the city wall. Because it’s a hub of trade, it’s the most diverse, multicultural part of the city."[4]



This is where goods from the wharves outside the city come in through the Cargo Gate. There are all kinds of goods and services here coming in from all over the world. Rivermen, dockworkers, sailors, freight-haulers, mercenaries, poor adventurers, thieves, and thugs are commonly seen. Crime is high in the River Quarter, though it is typically crimes against individuals such as pickpocketing, mugging, or theft. Extortion or protection rackets are not unknown. Violent crimes are rare. Rich citizens do not come here without bodyguards.[23]
The restaurants and taverns are rowdy, and there are bawdy houses and gambling venues.
The "Strip" is an infamously raucous area of the city. The Green Dragon Inn is a famous establishment here, as is the Barge Inn. Others include the Low Seas Tavern, Wizard's Hat Inn, River Rat Inn, and the Whistling Fish.
Old City

The original Old City was formed c.200 CY when the settlement first had walls erected around it. Entirely made of slums and ghettos, it is labyrinthine "alleys, shacks, boarding houses, and everything else"[24]
It is comprised of the Thieves' Quarter and the Slum Quarter. Before Zagig Yragerne became Lord Mayor, these were known as the East Quarter and West Quarter (separated by the Processional),[25] though the border became much less defined over the years.[24]
Both districts are massively overcrowded and are predominantly inhabited by the lower classes with many beggars, vagrants, immigrants, and former slaves, or those experiencing homelessness found there.[26]
Slum Quarter
"The Slum Quarter is the poorest, most desperate region within Greyhawk’s walls, full of crime-ridden apartments."[4]
- The Slum Quarter does not have roads directly through it from major city gates like other districts. Because of the lack of domestic and foreign traffic, there is very little influx of money. Though there are goods and services, there are almost no businesses of note. People suffering from disease and homelessness are everywhere, with a sizable portion of the population sleeping in the streets without shelter "out in the open under trees, in crates, and against the sides of buildings."[27]
- The buildings here reflect the name of the district, with many in horrible repair or simply abandoned.
Thieves' Quarter

"The buildings of the Thieves’ Quarter are slightly less run down than their Slum Quarter equivalents, and its people are marginally better off."[4]
- Crime in this quarter is considered rampant because thieves are known by all to be in charge here,[28]
- Subtle ethnic differences can be found between each street in the Thieves’ Quarter.[28]
The Old City Great Hall (headquarters of the Guild of Thieves) is in the Theives' Quarter. Some of the other most notable sites in the district are the Public Bathhose and the Common crypt. The Black Dragon Inn and the Hanged Man Inn are two of the most popular public houses.
City outskirts
Two areas are nearly on top of each other—Barge End and Shack Town. One is the landward side of the other, for all intents and purposes. Thought Shack Towners sometimes get in fights with the Rhennee bargemen, the two usually leave each other alone or are at the very least civil. [29]
Barge End
- There is a muddled curve in Selintan where it passes the city, and sharply turns back west away from the city, flowing ultimately toward the Nyr Dyv. It makes something of a stagnant corner in the river's water, and from late spring to early autumn, this area is filled with as many as forty Rhennee boasts and barges. In customary fashion, they tie up to each other, forming something of a floating village.[29]
Shacktown

- Shacktown is the slums of the Free City. It has muddy, unpaved streets, and is comprised of shanties, tents, one-room shacks, huts, lean-tos, and ramshackle buildings. Many of its inhabitants are the poor and unfortunate refugees from all across the Flanaess who had no other place to go during and after the Greyhawk Wars. There is little protection by the law here, and the City Watch simply does not care enough to police the area, and thus it is riddled with crime, as well as those who are loners or fugitives.[29] Though it is a crime, and punishable by forced labor in the city's work house, some Shack Towners will hunt in the North Hills Park.
Far Bank
- Across the Selintan from the city, Shacktown, and Wharves proper is a small settlement of small and poorly built buildings. These again are refugees and poor immigrants who had no other place to go when the Orcish Empire marauded up the Wild Coast taking or destroying towns and villages along the way. They subsist by "fishing and gathering food" from the woodlands to the west of the city.[29]
Wharves
- The wharves (also called the Dock Quarter)[30] are where the docks of the city along the Selintan River are found. They were expanded and "many new docks were built after the Greyhawk Wars to accomodate expanding river trade."[29] Wharfgate is only for foot traffic, and everything else—including all cargo, livestock, and freight—must go to Cargo Gate in the River Quarter. The fancy residences of the High Quarter are directly above the Wharves, atop a sheer bluff. The office of the Cargo Inspectorate (which issues stamps noting tax payment and access through the Cargo Gate) is here, as are warehouses holding all the cargo coming into or out of the city, and cargo being transferred between ships. The Dockway is a narrow dirt road which follows along the Selintan and docks. It is used for the wagons and other conveyances moving cargo up and down the docks or into the city.
- There are almost no inns or taverns in the wharf district other than a couple "filthy taverns and some roach-infested eateries".[31] The City Watch pretty much ignores Shack Town, as does the Thieves' Guild.
- However, "Friendly inns are spaced at no more than five-mile intervals along the River Road. Each inn offers a sturdy pier to which river travelers can lash their craft."[32]

People
The City of Greyhawk is a metropolis and, in many ways, very urbane. But, it still "has a frontier spirit atypical for a settlement of its size. The locals are a tough and rowdy lot."[1] There are a wide variety of peoples and languages mixed together, bustling about and jostling for space.
The overwhelming majority of the population of the city is human. This is not to say, however, that it is exclusively human. There dwarves, elves, halflings, gnomes, and orcs, as well as some other humanoids living within the city[33][34] in addition to "visiting humanoids."[35] These include "unusual beings such as centaurs or pixies"[36][37] as well as "anthropomorphic creatures like orcs, goblins, hobgoblins, kobolds, and others". These make up more than 5% and "up to perhaps 10% of the human population."[38]
"About 76% of the residents of the city are native-born. Native Greyhawkers are descended primarily from Oeridian and Suloise settlers ... [they] also have a mix of Flan, Baklunish, and Rhennee ancestry from the many groups of merchants, refugees, and tradesmen who have moved here in the past, giving the people a wide variety of physical features and cultural backgrounds. This makes Greyhawk's character very cosmopolitan and its people particularly unconcerned with matters of race, though they are highly aware of social status and perceived wealth."[35]

Religion
The Free City of Greyhawk hosts temples and shrines to many deities, including Beory, Boccob, Celestian, Corellon Larethian, Ehlonna, Fharlanghn, Garl Glittergold, Heironeous, Istus, Kord, Kurell, Lirr, Moradin, Norebo, Obad-Hai, Olidammara, Osprem, Pelor, Pholtus, Procan, Ralishaz, Rao, Saint Cuthbert, Trithereon, Ulaa, Wee Jas, Xerbo, Yondalla, and Zilchus. The worship of evil deities and fiends is forbidden, and such cults, though they may have followers, do not have a public presence. Evil religions that have established a base in the city in recent memory include those of Incabulos, Iuz, Nerull, and Vecna.
Languages
The most widely spoken language in Greyhawk City and most of the Domain is the "Overking's Common Tongue".[39] There are, however, an enormous variety of other languages spoken in the Free City. The next most frequentlanguage heard other than Common is Rhopan, the language of the Rhenfolk (though it is exclusively spoken solely by them). In addition to languages brought in by settlers, refugees, and visitors (such as Nyrondese and Keolandish), there are several cants which are considered wholly separate languages.[39] The cant of the Guild of Thieves and Beggars' Union, for example. And the jargons of some guilds like Guild of Embalmers and Gravediggers and Guild of Lawyers, Scribes, and Accountants are similarly difficult to understand unless one has been taught to speak them..[39]
Government
Executive branch
Greyhawk's Directing Oligarchy elects one of its own as Lord Mayor, who serves as the head of state in addition to his Directorial duties. The current Lord Mayor, Nerof Gasgal, has held office since 571 CY. The Lord Mayor heads both the Directing Oligarchy and the Council of Mayors and Manorial Lords. The chief of state also officially heads the military, though actual command is most often left to the Captain General of the Watch.
Legislative branch
The Free City of Greyhawk is ruled by the Directing Oligarchy, an executive council of twelve to eighteen members representing the city's major professional guilds and the military. In some cases, the Oligarchy may include important wizards and/or clerics. Current council members choose new Directors when a vacancy must be filled.
There are four advisory councils which, in theory, serve the interests of various groups as representatives to the Oligarchy. Each meets separately with the Directors quarterly or annually.
- Public Council—comprised of representatives of the citizenry-at-large in the City of Greyhawk.
- Grand Administrative Council—comprised of minor nobles of the City of Greyhawk
- Grand Council of Greyhawk Guilds—comprised of guildleaders in the City of Greyhawk
- Council of Mayors and Manorial Lords—comprised of civic leaders of the Domain of Greyhawk
The Public Council stands out as a democraticly, popularly-elected advisory body consisting of eight representatives, one from each of the city's quarters.
Judicial branch
Major legal matters in the Free City of Greyhawk are adjudicated by a Judge of Greyhawk, one of eight such officials appointed by the Directing Oligarchy. One of these eight is chosen to serve as Chief Judge of Greyhawk. In cases of great import, three Judges of Greyhawk may preside. Appeals of major cases are always heard by a panel of three Judges of Greyhawk, though the Lord Mayor sometimes sits in place of one of the Judges.
Lesser matters in Greyhawk City are tried by magistrates from the Guild of Lawyers and Scribes.
Magic and justice
According to the City of Greyhawk Legal Code, investigation (and any court process) is barred from using magic in any form. "The use of any magic in criminal proceedings, including detect lie and ESP [detect thoughts],[40] is not part of standard proceedings in the Courts of Justice."[41] "The criminal justice system in Greyhawk depends on human judgment and reason... to the exclusion of magical means determining the outcome of trials."[41] This has been the case since it was instituted by Zagig Yragerne, and has been upheld by all Directors since.[41]
By 591 CY, however, "there are legal arguments burning over the use of divination magic by the City Watch in tracking down suspects" in 591 CY.[42] The issue is the use of "mentally intrusive spells like know alignment and ESP by proper authorities hunting lawbreakers."
The Greyhawk legal code is clear about those spells being entirely resticted "from judgement" and at "trials." But, it also specifies this refers to the entire "criminal justice system" and "in criminal proceeedings"[41] which includes investigation both before and after arrest.[43][44] Additionally, the Criminal Code further strictly forbids "magical interference with the integrity of a person"[41][36] which includes any spell "which causes the affected person to loose volitional control of [their] mind and/or body"[41] making the use of mentally intrusive spells not just a legal question, but a criminal one.
Heraldry
The city's coat of arms is blazoned thus: 'Sable, a castle triple-towered argent, in chief two chains each of four links chevronwise of the second, in base six bezants.
Economy
Resources
The Free City of Greyhawk controls most of the Cairn Hills, which provide the domain with great mineral wealth, such as iron, gems, and silver.
Nearby Castle Greyhawk, with its extensive dungeons, draws adventurers and traders to the Domain of Greyhawk from across the Flanaess. As such, the Castle generates significant economic benefits for the City in trade, taxation and treasure.
Currency

The Domain of Greyhawk's standard coinage consists of the platinum plate (pp), gold orb (gp), electrum lucky (ep), silver noble (sp), and copper common (cp). All of the coins are round, except for the platinum plate, which is a rectangle[45] or lozenge.[46] The gold orb depicts a sun-symbol on its face, as well as inscribed with the word "Greyhawk", and the date in Roman numerals. The obverse bears the heraldry of the Domain/City of Greyhawk[47]
As recently as 591 CY, the economy was such that a platinum piece (plate) was worth 5gp.[48] That changed shortly thereafter, such that a plate was worth 10 gp.[49][50][51][52]
The updated coinage system replaced the previous system, which included coinage worth less than the copper common known as bronze zees, brass bits, and iron drabs. By 581 CY, "as a result of ... inflation caused by treasure-hunters returning to the city bearing their new-found wealth, the mint [in the City of Greyhawk no longer manufactures bronze, [tin],[53] or iron coinage."[53][54] Within a decade (591 CY), "copper commons are falling out of fashion (except in Old City), and the Mintworkers’ Guild petitioned the city for permission to halt their production, though there is some political resistance."[54]

Transportation
Several roads link the Free City to the other settlements of the Domain of Greyhawk, including the High Road (from Greyhawk City to Elmshire), the Urnst Trail (from the High Road to the Duchy of Urnst), the Western Road (from Ford Keep on the Selintan to Dyvers), and the River Road (south from Greyhawk City along the Selintan).
Much river traffic takes place along the Selintan River, which can accommodate all but the largest sea-going vessels from the Nyr Dyv and Woolly Bay. Smaller vessels ply the Ery and Neen rivers.
Able Carter
The Able Carter is a coach company. It has coaching inns connecting Greyhawk City to other settlements in the Domain, such as Hardby, Diamond Lake, Blackstone, Elmshire, Steaming Springs, Narwell, Safeton, and Dyvers, among other locations. It was created by author Erik Mona, and first appeared in the 2000 RPGA adventure, River of Blood.[55][56][57]
Military

The City of Greyhawk has several law enforcement groups.
- Greyhawk Militia—the military units defending the Domain.
- City Watch—patrols of law enforcement officers, nearly always encountered in patrol groups and never solitary. The Watch is 800-some strong and the watchmen are given support by mages from the Guild of Wizardry and priests from local temples.[58]
- People's Constables—employed by Directing Oligarchy to enforce (and assess fines for) misdemeanors ("trivial crimes not worthy of the time of magistrates")[59] such as slander, verbal threats, noise disturbances, unlawful disposal of garbage, etc.
- Guild of Nightwatchmen—the "Night Watch" which supplements the City Watch during hours of darkness, privately funded; an impeccable reputation for invariable honestly, can detain but not technically arrest[60] (similar to citizen's arrest), work closely with the City Watch.
The Domain of Greyhawk's military forces, though technically under the Lord Mayor's authority, are usually commanded by the Domain's highest-ranking military officer, the Captain General of the Watch, who also sits on the city's Directing Oligarchy. The Captain General in 591 CY is Tigran Gellner.
The Greyhawk Militia consists of several units, including:
- Cairn Hills Force, led by Commander Schinus Balint.
- Mountaineer Militia (griffon riders),[10] led by Commander Carstane Geronten.
- Hardby Marines,[10] led by Commander Wilbrem Carister.
- Narwell Headhunters.[10]
- Safeton Border Guards,[10] led by Commander Turin Deathstalker.
- "Water Rats"[61]—patrol the Selintan River, four patrols p/day passing any nearby location.
Publishing history
TSR first published a description of the city in 1980's World of Greyhawk Fantasy World Setting folio.
In 1983, TSR, Inc. replaced the folio edition with the World of Greyhawk Fantasy Game Setting boxed set, which contained more detailed information about the city and some of its prominent citizens, as well as background information for several small adventures set in the city.
By 1983, Gygax was planning a City of Greyhawk publication to be followed by a Castle Greyhawk publication, both to come after the World of Greyhawk Fantasy Game Setting (1983), although the intended revival of Greyhawk began slowed down after 1984.[62]:54-55 Gygax never completed his work on the Castle and City of Greyhawk or the Wild Coast.[63]:335 The first Greyhawk novel by Gygax was Saga of Old City (1985), which "became a major source of Greyhawk lore because novelistic details about currencies and the feel of the city of Greyhawk immediately surpassed anything that had ever been printed in RPG supplements," according to author Shannon Appelcline.[63]:355
In 1985, just before Gary Gygax left TSR, he wrote the first two Gord the Rogue novels, which provide many interesting details of the city of Greyhawk and its seamy underworld.
Afterward, the vision of the city became TSR's, and in 1988, the company published Jim Ward's Greyhawk Adventures hardcover source book, which provided additional information regarding the city as well as interesting characters living within it.
The City of Greyhawk boxed set published by TSR in 1989 is the most complete treatment of the Free City. The publication provides information regarding the history and culture of the city, along with maps of the city and its sewers. Descriptions of major political organizations, leaders, villains and a number of adventure setups were also included. The box contains
- Gem of the Flanaess—A Gazetteer of the Free City of Greyhawk and the surrounding area by Douglas Niles, a 96-page book
- Folks, Feuds and Factions: The good, the bad, and the in-between—People who make the city what it is a 96-page book by Carl Sargent and Rik Rose,
- three maps (city streets, city sewers, and the region surrounding Greyhawk)
- a wall poster of the city
- 23 "adventure cards", double-sided 8½ x 11 pieces of card stock containing the outline of an adventure in the city
The following year, in conjunction with this boxed set, TSR published a trilogy of adventures by Richard and Anne Brown —WGA1 Falcon's Revenge, WGA2 Falconmaster and WGA3 Flames of the Falcon—set in the city and centred around a mysterious villain called "the Falcon". The two long-awaited Greyhawk supplements appeared after Gygax left TSR: The City of Greyhawk (1989) box presented a detailed look at the city, while WGR1: Greyhawk Ruins (1990) presented a serious look at the dungeons under Greyhawk Castle.[62]:92 Appelcline commented on the Greyhawk setting after Gygax left TSR: "TSR published only scattered RPG supplements until AD&D second edition, which saw the publication of the beautiful The City of Greyhawk (1989) box and the WGR1: Greyhawk Ruins (1990) book. Neither of these locales had much in common with the original locations created by Gygax and Kuntz almost 20 years prior, showing how Greyhawk continued to metamorphize and change — though James M. Ward and some of players of those early games did try to get the feel right. Around the same time, TSR published Robin Wayne Bailey’s Nightwatch (1990) novel, which was set in Greyhawk City but didn't feature the "Greyhawk Adventures" trade dress at all — showing the weakness of the setting at TSR."[62]:40-41
The fourth adventure in the WGA (World of Greyhawk Adventures) series, WGA4Vecna Lives!, was not part of the Falcon series, but was set in Greyhawk City. Treasures of Greyhawk (1992) and Return of the Eight (1998) were two others set entirely within the city.
The "Campaign Book" from the 1992 boxed set From the Ashes, focuses on the areas in and around the Free City of Greyhawk following the Greyhawk Wars, and contained additional adventure cards set in the city. Game designer Rick Swan described it as "a virtuoso performance, with a flawless mix of exposition, atmosphere, and detail [...] painting a bleak picture of a struggling populace. As a consequence of the great war, much of the Old City was incinerated. Destitute property owners who can’t afford to pay for restoration watch helplessly as their neighborhoods are overrun with beggars and street urchins. In the River Quarter, authorities fish out body after body with daggers in their backs. Refugees crowd the poorer districts, trade continues to decline, and Iuz, the fiendish ruler of a vast territory in the north central Flanaess, remains a constant threat. Uncertainty prevails, and player characters will find plenty to keep them on their toes."[64] The set moved the timeline of the overall World of Greyhawk setting ten years forward to just after the Greyhawk Wars, included information regarding the City's situation, as well as additional adventure cards set in the City.
After TSR was sold to Wizards of the Coast, the World of Greyhawk setting was updated again, and publications of this time period such as Greyhawk: The Adventure Begins (1998), the Living Greyhawk Gazetteer (2000), and Expedition to the Ruins of Greyhawk (2007) also provide information regarding the city in the post-wars period.
In the Age of Worms, Shackled City, and Savage Tide adventure paths, the city was simply called the "Free City".
Outside of TSR
New Infinities Productions revealed in 1988 that its "Fantasy Master" line had plans to detail both the Castle and City of Greyhawk (renamed as "Castle Dunfalcon") presented in the original form that Gary Gygax and Rob Kuntz had envisioned them, but the company dissolved before any of this went into publication. Game historian Shannon Applelcline noted that "Gygax's plans to publish the City and Dungeon of Greyhawk in a renamed setting were somewhat fulfilled at Troll Lord Games, who published a few Castle Zagyg books — detailing the uppermost levels of the dungeon — before Gygax's death."[63]:330-331
