There is a difficult line in defining what is called a "person" or "race" versus what is called a "creature" or "monster" because these groupings make a Venn diagram. There's overlap in what different people consider each group, much as they do in the City of Greyhawk which ofttimes has city guards or judges who enforce laws regarding monsters with varying interpretations. It's not always clear whether some, like centaurs, fall into the category of "people" or whether some are "monsters". [1]
