The Expulsion of Evil was a deliberate purging of various cults and factions from the City of Greyhawk. One group was the Cult of the Whispered One. Small but influential, the cult was an extremely stubborn group to purge. It's strength resided in two influential members, the Eye and the Hand, who terrorized the citizenry. Only after much struggle was the cult out down, though the Eye and the Hand were never captured or killed, and the cult's headquarters were never found.
