Heraan is one of the ancient Isles of Woe. It is referred to as both a city and an island, and was thought to have been destroyed along with the rest of the islands. The city is also "where the Codex of the Infinite Planes was supposedly first inscribed."[1]

A "dungeon delve event" called The Isles of Woe debuted at Origins 2002. A series of "introductory encounters" tied to this event appeared in Dragon #294.
During the course of this event (set in 592 CY), the Isles of Woe resurfaced, emerging not from the depths of the Nyr Dyv, but from the Ethereal Plane where Yagrax's curse had banished them a millennium ago. The Isles' connection to the Material Plane was tenuous, however, leaving them liable to sink back into the Ethereal Plane at any moment.
In one adventure, low-level player characters explored a Temple of Olhydra.[citation needed] Mid-level characters explored the ruins of a town known as the Village of the Ancients.[2] Mid- and high-level characters explored a structure in a cliff face in the center of the main island known as the Green Devil's Tower. It was the stronghold of a powerful mage or a school of magic.
In the lead-up to the Isles of Woe event in the Living Greyhawk campaign in 592 CY (2002), prequel encounters were published in the Living Greyhawk Journal.[3][4] Deep within limestone caves, PCs discover an underground cove which holds an "arcane boathouse" with three sail-less, corroded copper longships which take PCs to the Isles. "This is the Heraan Boathouse—the once lost passage to the strange, obscured city that dominates the Isles of Woe. Once aboard the strange arcane boats, the characters can cross over to the magical isles. But the characters are not the only ones who have found (or are looking for) this place. Before they board the boats, the characters must defeat monsters lurking here."[4] Amongst other creatures the PCs have to overcome are assassin vines.
