The merchant city of Seltaren is in Seltaren County.[4]
History
"In the early days of Urnst, as the Suel swept east from the Maure lands, goods and supplies were brought east by barges on the Upper Lukala River. If one wanted their goods to arrive in one piece, it had to be unloaded above the Seltaren Falls, moved below by mule and cart and then reloaded on barges below the falls. These barges would then continue the journey east on the Lower Lukala River.
A small community arose near the falls, comprised mainly of teamsters who had come to Lake Seltaren to make a living loading the barges. The community, a focal point of commerce in the area, began growing, attracting nobles and commoners alike. This community became known as Seltaren.
Once the capital of the Duchy of Urnst, Seltaren fell out of favor with the noble houses when Leukish was made the new capital city. Still there are those nobles that refused to abandon Seltaren for whatever reason and remain here to this day. Those remaining nobles retreated up the cliffs making their homes in beautiful Upper Seltaren, leaving the common folk to wallow in the decaying morass of Lower Seltaren.
These days, Seltaren is seen as a long way from the capital of Leukish by the nobles of the Duchy. However, it is far from a lonely journey. Seltaren is still a very active city and is the focal point of travel amongst the central and southern portion of the Duchy of Urnst."[5]
"As the nation developed, it became clear that the seat of power would need to be shifted east from the original Maure Lands. The Suel established the city of Seltaren, nearer both the northeastern lands and the elves of the Celadon, who had become willing and wealthy trading partners. As the years wore on, the Delagos Caverns ran dry, and those few nobles who remained in western Urnst soon gained a well-deserved reputation for eccentricity, poverty, and insanity. After the foundation of Seltaren, the government shifted from a loose coalition of nobles to an actual “senate” of delegates selected by the noble houses. Though many residents of Urnst mixed with the indigenous Flan and the Oeridians of what would become the County of Urnst, the Senate enacted strict purity laws: No noble could sire a half-breed child, lest it be crushed to death in public ceremony (thankfully, these laws have long-since faded into obscurity)."
Geography
Seltaren in situated on Lake Seltaren, which lies directly in the center of the city.[4] The city is separated as Upper Seltaren and Lower Seltaren by the Seltaren Falls that divides the upper and lower Lukala River.

Senatorial Government selected by the noble houses of Seltaren[6], led by First Lord of the City, Andrin Tyrnes (male human(Suel) Wizard 4/Aristocrat 7).

- Chaleson (female human (Oeridian) Wiz12)—able to transport four medium-sized creatures in addition to self, twice daily. Cost is 1400gp (includes two teleports, there and back); offers a 10% discount for members of either the College of Sages and Sorcery or the Fellowship of Scattered Stars.[7]
