The Hool Marsh Protectorate is a province of southern Keoland. This difficult terrain is largely unsettled, but has served for centuries to defend Keoland's southern border from invaders.
History
Establishment
King Tavish the Great (ruled 287 to 346 CY) marched around this marsh to conquer the lands now known as the Hold of the Sea Princes. In 304 CY he established the fortified city of Westkeep to protect Keoland and its new southern conquests, and set about colonizing the region.

The southern regions ultimately fell to the Sea Princes during the reign of Tavish III (ruled 414 to 453 CY), who died in the Siege of Westkeep in 453 CY, attempting to recover the lands. His successor, Tavish IV (ruled 453 to 488 CY), built a series of keeps along the marshes in the 460s CY, but most have since fallen into ruin, with the exception of Bale Keep.
For nearly two centuries thereafter, Keoland's border retreated further north until it reached the Dreadwood.
Recent history
In 590 CY, King Kimbertos Skotti took advantage of internal struggle in the Hold of the Sea Princes to launch an invasion, retaking Westkeep after 137 years. This effectively established the Hool Marsh Protectorate as within Keoland's domain, although few humans live in the marshes.
Geography
Borders
In 591 CY, the Hool Marsh Protectorate is the southernmost point of Keoland. It occupies most of the Hool Marshes north of the river which marks the southern boundary of Keoland. Approximately one third of the total area of the marsh is within this province.
The northern edge of the Protectorate is bordered by the Dreadwood Preserve. To the east, the Viscounty of Salinmoor encompasses part of the Hool Marsh as the river flows into the Azure Sea.[1]
The edge of the region also extends across the river to Westkeep, formerly part of the Hold of the Sea Princes.[1]
Major settlements
The largest settlement in the region is the recently captured fortified city of Westkeep, which serves as its capital.
Notable locations
The fortress called Baltron's Beacon is located here. An abandoned fort, it was occupied by the mage Baltron of Linth when he was exiled here. Following a magical catastrophe, the fortress glows an eerie green, hence its name.
People
Population and demographics
The military forces in Westkeep form the majority of this region's human inhabitants.
Other humanoid inhabitants of the Hool Marshes include lizardfolk, bullywugs, sahuagin, and aquatic elves. As a result, attempts by humans to settle the marshes outside of Westkeep have been met with resistance.
According to the Keoland Census of 589 CY published by the Living Greyhawk Keoland website, the population of the Hool Marsh Protectorate is 32,917, including 27,715 humans, 3,128 elves, 1,701 half-elves, and 373 half-orcs. There also 49,849 poultry and 23,458 meat and dairy.[1]

Strange cults have gathered around Baltron's Beacon.
Government
The Hool Marsh Protectorate is a province of the Kingdom of Keoland. It is currently governed by the military forces based in the fortified city of Westkeep. The lizardfolk and other denizens of the marshes do not recognize the authority of Keoish crown, and attempts to enforce the kingdom's rule at any significant distance from Westkeep have failed.

Resources
The Hool Marsh Protectorate has little in the way of resources, and is reliant on imported supplies by river.

The Hool Marsh Protectorate uses the standard currency of Keoland: the platinum griffon (pp), gold lion (gp), electrum eagle (ep), silver hawk (sp), and copper sparrow (cp).
