Niole Dra is the capital of Keoland.
Niole Dra or "Old Dragon", in ancient Suloise, the capitol and seat of royal power for Keoland. This timeless and noble city dates back to the original Suel migrations. It is the oldest known center of government in the Flanaess, and the mixture of races and cultures makes it a colorful and cosmopolitan metropolis of 25,000 people. Niole Dra has been called "the city where beautiful people shop."
History
Though the formal founding of Niole Dra as its own royal district was at the founding of Keoland in -342 CY, its presence pre-existed that, gong back all the way to just after the Great Migrations.[1]
Recent history
In spring of 591 CY, a small earthquake struck Niole Dra. Damage was minimal, but the earthquake was accompanied by an increased number of monsters in the city's sewers. The sorcerer and sculptor Satampra Zeiros unveiled Terrors from the Dark, a popular series of artworks depicting bizarre otherworldly creatures.[2]
At the same time, minor unrest erupted in Niole Dra between noble factions for and against King Skotti's political agenda. Street brawls and dueling among minor nobles have occured,[3] with major Pugnace Dillip demanding an end to lawless behavior.
The Dark Star Guardians set up their base in Niole Dra, c.591 CY. Under the lead of Derapos, an aging priest of Celestian, they are a benevolent group of adventurers active in the Sheldomar Valley who "seek to right wrongs"[4]

Though it has continued to grow enormously, Niole Dra's population in 591 CY rests at 25,000.[7] The citizens' ancestry is most often of mixed Suel and Oeridian descent, with some Flan admizture.[7]

- Thieves' guilds
- There are several competing thieves' guilds in Niole Dra. The biggest of them (usually just called "The Guild") is led by a brooding man named Evon.
- One of Evon's must trusted assistents, Ellinka, is in fact an agent of the Scarlet Brotherhood from Hesuel Ilshar, sent to Niole Dra to maintain friendly relations with the guild, and to support other Brotherhood agents passing through. Ellinka maintains a "safe house" for the Brotherhood, a small appartment in a middle-class portion of the city.[10]

In the Living Greyhawk campaign, Keoland was a major region, being featured in adventures played in New Jersey, New York, and Pennsylvania. Niole Dra featured in several adventures. It was also detailed in the "Keoland Gazetteer" fan-created sourcebook. The organizing Triad for the Keoland region created maps of Keoland showing the borders of various provinces, including that Niole Dra fell within the Royal District.[11]
In 595 CY, King Kimbertos Skotti (and his wife) was assassinated during a ceremony involving Blackrazor, throwing Niole Dra into turmoil.[12] In the ensuing choas whilst nobles vied for supremacy, this triggered peasant uprisings, civil war, and near-anarchy. The murder was orchestrated by Jessa, the king's daughter (along with the "Iron Cabal").[13] She had been appointed Regent, and plotted to become Keoland's first queen. After the murderer had been found, Kimbertos was restored to life later that year.[14]
