Outsider is a mechanical rules-term used used in third edition to denote a general category of creatures. It is largely comprised of fiends and celestials, though there are many other more niche types. More recent editions simply use "fiend" and "celestial" wihtout grouping them in a larger category.

Outsiders are any creature which is a "non-elemental creature that comes from another dimension, reality, or plane.... A slain outsider cannot be raised or resurrected, although a wish or miracle can restore it to life"[1] "An outsider is at least partially composed of the essence (but not necessarily the material) of some plane other than the Material Plane. Some creatures start out as some other type and become outsiders when they attain a higher (or lower) state of spiritual existence."[2]

There is a specific subtype of outsider known as a "native outsider" which generally includes beings like genasi, aasimars, cambions and tieflings which have a direct line of planar heritage, but were not themselves born on the Outer Planes.
