The Meaning of Bre Yark!

"Bree yark means "hey, rube!" bree = "hey" "yark" = rube / outsider The meaning "We surrender" is a false rumor. KotB says so/

You're absolutely correct! It does, in fact, say that! On p.7, it points out on the "Rumor Table" that it is "F"(False) that it means "we surrender!" And p.16 notes that it means "Hey, rube!"
