Grand Administrative Council

The Grand Administrative Council is an administrative body of minor nobles in the Free City, which holds meetings annually.[1]
Description
The Grand Administrative Council is one of two councils convened annually to permit audience with the Directing Oligarchy. The other is the Council of Mayors and Manorial Lords.
"The Lord Mayor and the Directing Oligarchy fortify themselves for a long meeting at the Lord Mayor’s Palace with the nearly two dozen petty nobles created (for tax purposes) by Glodreddi Bakkanin beginning back in 584 CY. Only the dinner held after the meeting brings the Directors any relief from the boredom and irritation of listening to the reports and requests of these self-important minor nobles who have little real political power."[1]
"The nobles and lords of the city ... resent any intrusion on their territory and "innate rights” (personal business)." Especially "the buffoonery of the now two-dozen petty nobles (whose titles were sold by the city for the revenue, with little power in return)."
